Costa Rica’s New President Overcomes Harassment Claims to Win Election

Costa Rican voters elected former World Bank official Rodrigo Chaves as president in a runoff vote, with rising discontent about corruption prevailing over concerns about sexual-harassment allegations against the U.S.-trained economist.

Mr. Chaves, 60 years old, studied and worked abroad for about three decades, and was unknown to many Costa Ricans until late 2019 when he became the country’s finance minister, days after being demoted by the World Bank for misconduct.
